The thorny issues surrounding Ireland's border led to unsuccessful attempts to reach a British withdrawal agreement before this week's EU summit, with negotiators admitting defeat after lengthy negotiations.
Negotiations are expected to be completed by mid-November, giving Britain and the European Parliament time to ratify the agreement before Britain formally retires from Europe in March.
Britain's Prime Minister Theresa May's plan to leave Europe faces strong opposition from home and abroad, as well as difficulties in bridging deep divisions within the party.
Teresa May said Monday she still believes a deal is possible and has made real progress in recent weeks in terms of the exit agreement and future relations. She also said there was progress in the Northern Ireland issue.
