Weng Jieming, deputy director of SASASAC under the State Council of China, said that SASAC would further improve its equity incentive policies. In the near future, SASASAC would study and promulgate policies and measures to implement equity incentives for listed companies controlled by central enterprises with science and technology creation board, and clarify the supporting policies on performance appraisal and earnings.
Later Thursday, Xinhua quoted Weng Jieming as pointing out that this year's equity incentive coverage of state-owned listed companies will strive to increase by another 50% over last year's new growth, i.e. about 30 new households.
"For central enterprises that have not yet attempted to implement equity and dividend incentives for state-owned science and technology enterprises, in principle, in 2019 all require the implementation of"ice-breaking". He said.
According to SASAC data, up to now, 92 listed companies controlled by 45 central enterprises have implemented equity incentive plans, accounting for 22.8% of listed companies controlled by central enterprises both at home and abroad. These enterprises are mainly distributed in the fields of communication and information technology, scientific research and design, medicine, machinery, military industry, energy and other industries.
The companies that implement equity incentive have generally achieved good business performance. According to SASAC statistics, the annual average growth rates of business income, total profits and market value of enterprises with equity incentive for more than one year are 16.7%, 14.6% and 7%, respectively, which are significantly higher than the overall level of state-controlled listed companies.
In addition, the pilot state-controlled mixed ownership enterprises employee stock ownership work is also advancing. At present, a total of 181 enterprises have been selected to carry out the pilot projects in the whole country. Ten pilot sub-enterprises at the level of central enterprises have completed their investment and share-taking, and the pilot enterprises at the local level have also completed the first batch of investment and share-taking.
