Kim Darroch, the British ambassador to the United States, described the Trump administration as "incompetent", "dumb" and "incompetent", according to a number of confidential memorandums cited by the British Sunday Post.
These memorandums to the British government date from 2017 to the present, in which Darroch called Trump "insecure" and suggested that British officials deal with him "concisely, even bluntly, to clarify their views".
Darroch wrote in one of the memorandums, "We really don't believe that such a government will become much more normal, less incompetent, less capricious, less fragmented, less diplomatic dumb and incompetent than it is now," the newspaper said.
According to the report, in other documents, he described the Trump administration as "rare incompetence", and media reports about the White House infighting were "mostly true".
But he also warned British officials not to underestimate Trump, saying there was a "reliable path" for him to succeed in re-election. Trump, he said, "can survive fire and heavy hits, just like Arnold Schwarzenegger of the Terminator of the Devil."
A spokesman for the Ministry of Foreign Affairs said that the public expected envoys abroad to "provide ministers with honest and undisguised assessments of their political situation in the country".
