      Whether the central government will intervene in essence has attracted much attention from all sides. At a press conference held by the Information Office of the State Council, the position on the current situation in Hong Kong was elaborated. The most important information released to the outside world was that the Central Committee still believed that Hong Kong could handle the immediate crisis on its own under one country, two systems. Concerns about the deployment of the PLA or the declaration of a state of emergency in Hong Kong should be alleviated temporarily. The State Council did not say that the Central Committee would take action, nor did it instruct the SAR Government to take any specific measures. The SAR Government should make good use of this space to create a space for political manoeuvre and let the society see a way out. Independent investigation is still the most hopeful way to break the deadlock so far. The SAR government should not hesitate any more.
The storm lasted for more than a month and the conflict escalated. Last Saturday and Sunday, fierce clashes erupted in Yuen Long and Shanghuan. The scene was like street battles. Human rights organizations criticized the escalation of police force. The police also pointed out that the violence of radical demonstrators was intensifying. Foreign Chambers of Commerce cited surveys showing that international companies are pessimistic about Hong Kong's short-term prospects, fearing that the escalation of violence and political deadlock will make Hong Kong an increasingly dangerous place. Recently, many people have been concerned about whether the Central Committee will intervene strongly in the situation in Hong Kong, such as dispatching the PLA stationed in Hong Kong to maintain public order, or invoking Article 18 of the Basic Law to declare a state of emergency in Hong Kong and implement national laws in Hong Kong. Yesterday, the State Council held a rare press conference on Hong Kong affairs, which naturally attracted people's attention.
To be fair, although this press conference is rare, the keynote speaker is only a spokesman of the Hong Kong and Macao Office of the State Council, not a national leader or a senior official of the Central Committee. The chances of announcing major policies or initiatives are quite low. The content of the press conference is not unexpected. It mainly elaborates the central government's views on the current situation in Hong Kong. It includes: (1) Reaffirming the principle of one country, two systems, and not endangering national sovereignty and security. Recent events in Hong Kong are beyond the scope of peaceful demonstrations, undermining Hong Kong's overall prosperity and stability, and have touched upon one country, two systems. Bottom line of principle; (2) Strongly support Chief Executive Lin Zheng Yue-e in leading the SAR Government to administer the law and strictly support the police in enforcing the law; (3) Hope that all sectors of Hong Kong will firmly uphold the rule of law with a clear banner against and resist violence; (4) Hope that Hong Kong will emerge from political disputes as soon as possible, and the SAR Government and society should try to adopt more effective measures. Measures should be taken to promote economic improvement of people's livelihood, especially to help young people solve their difficulties in school, employment and housing.
Earlier, Foreign Ministry spokesman Hua Chunying warned the United States of the "black hand" theory. Yesterday, a spokesman for the Hong Kong and Macao Office also criticized the role of Western forces in recent events in Hong Kong as "not glorious". It is unknown how Beijing will respond behind the scenes. Regardless of the short-term stability of the situation or the long-term treatment of deep-seated social issues, the central tone of the press conference remains that Hong Kong's internal affairs are handled by the SAR government and all sectors of the world. The central role is only to support and cooperate. At the press conference, the Central Committee only reiterated its support for Hong Kong in general and did not instruct Hong Kong to take any specific measures.
