      The Times reported Wednesday that the European Union is ready to make a "significant concession" on Britain's withdrawal agreement, offering a mechanism for the Northern Ireland Parliament to withdraw from the new "backstop" arrangement in a few years.
Border security arrangements are designed to prevent the restoration of a hard border between Northern Ireland, which belongs to the United Kingdom, and Ireland, which is a member of the European Union. Negotiations on the withdrawal agreement between Britain and the European Union have reached a deadlock due to border security issues.
British Prime Minister Johnson said he wanted to delete border safeguards and proposed that Northern Ireland be regulated by the European Union. Customs inspections should be conducted outside the border. The Northern Ireland Parliament has the right to vote on border arrangements. This will replace what he calls the so-called Irish border "safeguard" arrangement that Britain cannot accept.
