Indian Prime Minister Narendra Modi personally welcomed Saudi Crown Prince Mohammed bin Salman to New Delhi on Tuesday in violation of the government agreement.
Normally, the prime minister does not receive senior foreign officials at the airport, but sends officials or junior government ministers.
"A new chapter in bilateral relations," Foreign Ministry spokesman Raveesh Kumar tweeted, noting that Moody's "breach of the agreement" photo included a pair of photos of a warmly shaking hand on the steps of a prince's plane.
Moody will hold talks with the crown prince who has visited Pakistan on Wednesday and receive a luxurious reception there.
After Thursday's bombing in the disputed Kashmir region, the trip has had additional impact, with India blaming Pakistan. Despite the sharp rise in tensions between neighbouring countries, neighbouring countries are keen to strengthen relations with Saudi Arabia.
India's foreign ministry said last week that Saudi Arabia is India's largest supplier of crude oil, but the two countries have expanded their energy relations and governments have agreed to establish strategic partnerships.
