In an analysis released Tuesday, the British government said that most British businesses and individuals were not prepared for a no-agreement exit because they thought it was unlikely to happen.
But the report points out that such an attitude could exacerbate its destructive power if there is no agreement to leave Europe.
Britain's Parliament has not yet ratified the EU-breaking agreement, which makes the possibility of disorderly EU-breaking always exist. Britain should officially leave Europe on March 29.
British Prime Minister Teresa May offered Parliament an opportunity on Tuesday to vote next month to postpone leaving Europe.
"Despite the government's constant reminders, there is little evidence that companies are actively preparing for a no-agreement exit from Europe, and evidence shows that the preparation of SMEs is inadequate," the government said.
"The government believes that the reason for this lack of action is usually that people do not believe that a non-agreed exit from Europe is a very credible outcome, and there is no need to take action or spend money on it," the analysis said.
The report also points out that there is little time left before March 29, which makes it difficult for the government to take action to fully offset the impact of non-agreement de-Europe.
"Even if the government can take unilateral actions, enterprises and individuals are not prepared enough or will increase the destructive power of the situation of non-agreement exit from Europe," the report said.
