China conceded benefits and successfully divided the United States alliance to encircle China. The European Union and China stood on the same front to fight against American protectionism.
Before the Sino-European Summit, the outside world was not optimistic that the talks could reach a joint statement because the EU changed its position on China earlier, changed its original partners to economic competitors and political systemic opponents, and the United States kept pressing the EU to abandon its 5G equipment. It is expected that the leaders of China and the EU will reach a joint statement at the last minute to reach consensus on opening up markets, protecting intellectual property rights and subsidies, and look forward to reaching an investment agreement next year. There are two reasons why the two sides can reach consensus.
First, the EU is not monolithic, because its member states have different economic qualities and levels of development, so that their interests and values are different. This gives China the opportunity to break through one by one through lure, such as increasing investment in Greece in previous years, winning Greece's veto of the EU's motion at the United Nations to condemn China's human rights record.
Secondly, although the United States and Europe are close allies, US President Trump's policy of "US priority" after taking office, withdrawing from many international agreements, flouting WTO regulations, launching protectionist measures and forcing Europe to share NATO military expenditures are all harming the interests of the European Union, which makes the US and Europe bitter.
