      According to an interview broadcast on Tuesday, U.S. Secretary of Agriculture Perdue acknowledged that American farmers were "victims" of President Trump's trade war with China.
Perdue told CNN that he did not expect Trump to reach a trade agreement with Chinese President Xi Jinping at this month's meeting of the Group of 20 (G20) summit in Japan, but he hoped to reach an agreement by the end of this year.
The Trump administration has designated assistance to farmers, who are key voters to help Republican Trump win the 2016 presidential election, but they remain one of the hardest hit groups by the trade war between the United States and China.
"Yes, I think they are one of the victims of trade disputes," Perdue told CNN. "We know that when you fly a penalty flag against China, if there is retaliation, it will be against farmers.
"I told the President -- and the President understands -- that you can't pay for patriotism," Perdue told CNN. "We know that, and of course he knows it. That's why he's trying to make up for the damage that trade interruptions have done to them with market facilitation.
Trump's government last month unveiled a $16 billion aid program for farmers to offset losses from a 10-month trade war with China. Farmers'payment rates will depend on where they farm rather than what crops they grow.
