British parliamentarians passed a measure by a narrow majority

      Johnson, the most popular candidate for the Conservative Party leader, said Britain should withdraw from the EU on October 31 even if a formal transition agreement could not be reached.
This led to speculation that Johnson might suspend Parliament in order to prevent lawmakers from obstructing his desperate European withdrawal plan. The majority of British parliamentarians have expressed their opposition to a non-agreed withdrawal from Europe.
Members of Parliament voted 294 in favour and 293 against Tuesday to support a change in legislation being passed by Parliament, requiring ministers to report every two weeks on progress in rebuilding Northern Ireland's administrative system.
Attempts to suspend Parliament later this year to prevent parliamentarians from blocking an agreement to withdraw from Europe on October 31 may be complicated. Supplementary measures aimed at strengthening the plan were rejected.
However, those who want to stop the non-agreement withdrawal believe that their plan could require parliament to meet before the date of withdrawal, complicating the new British Prime Minister's efforts to adjourn parliament.
"I admit that one of the purposes of these amendments is to try to ensure that this extraordinary threat... that we should adjourn the meeting -- is blocked," Dominic Grieve, a conservative MP who supported the proposal, said before the vote.
