Michael Gove, the Duke of Lancaster's Territory Minister, refused to guarantee that the government would comply with any legislative results.
Johnson has promised to lead Britain out of Europe whether an agreement is reached or not, but opposition MPs and several conservative MPs like Johnson hope to pass a law that excludes the possibility of no agreement before parliament begins to adjourn more than a week later.
Keir Starmer, spokesman for the Labour Party's exit from Europe, said the plan, which will be announced Tuesday, has a "very simple" goal of preventing Johnson from leading Britain out of Europe without an agreement.
"Obviously if we don't have an orderly exit on October 31, we will ask for an extension," Starmer told the BBC's Andrew Marr on Sunday.
"But I think it should be a very short and simple process to ensure that there is no agreement to leave Europe."
Goff, who is in charge of coordinating the development of a contingency plan for a disorderly exit from Europe in the Johnson Cabinet, believes that most parliamentarians will support the Prime Minister and thwart the attempt.
"We know that the Prime Minister is making progress in reaching an agreement with his European allies, and I don't think you want to put a roadblock on him," he said.
