Each provincial leading cadre contacts two entrepreneurs and conducts research at least once every six months in the enterprises concerned. Provincial Party committees and provincial governments should seek the opinions of entrepreneurs when promulgating policies concerning enterprises. The plenary session of provincial Party committees and provincial government working meetings on economic work or enterprise-related reform shall invite representatives of entrepreneurs to attend.
3. the provincial Party committee and the provincial government employ outstanding entrepreneurs as "the development consultant of the province". Provincial competent economic departments and municipalities, counties (cities, districts) Party committees and governments should establish an entrepreneur advisory system, promptly ask for advice and advice.
