On November 18, the court of first instance of the high court of the Hong Kong Special Administrative Region issued a judgment in which it found that some of the provisions of the Hong Kong Emergency Regulations ordinance were not in conformity with the basic law of Hong Kong, resulting in the invalidity of the relevant provisions.
Zang Tiewei believes that the Constitution and the basic law constitute the constitutional basis of the Special Administrative Region. Whether the laws of the Hong Kong Special Administrative Region conform to the basic law of Hong Kong can only be judged and decided by the Standing Committee of the National People's Congress, and no other organ has the right to make such a judgment and decision.
